Arizona ESA approved vendors: how to verify ClassWallet-eligible schools and providers

Arizona ESA does not publish a state-approved vendor list. Instead, families verify vendors through ClassWallet using one of three payment methods: the Marketplace, Direct Pay, or Reimbursement. Here is how each method works and which one fits different types of purchases.

Why there is no Arizona ESA "approved vendor list"

The ADE ESA handbook says explicitly: the program does not create or maintain a list of recommended schools, vendors, or educational service providers. That is a deliberate policy choice — Arizona ESA is a broad, parent-directed program. But it places responsibility on families to verify that a vendor is:

  1. Able to accept ClassWallet payment
  2. Selling a product or service that is eligible under the current ADE handbook
  3. Correctly set up in the ClassWallet system for the method you want to use

The three Arizona ESA payment methods — and how to use them to verify a vendor

ClassWallet MarketplaceVendor is in the built-in catalog; shop directlySearch in Marketplace; purchase from your accountLow — vendor is pre-set for ESA purchasing

ReimbursementPay out of pocket, then submit docs for funds backSubmit receipt + docs in ClassWalletHighest — approval not guaranteed; must be eligible

ClassWallet Marketplace

The Marketplace is the easiest path. If a vendor is listed there, they are already set up for ESA purchases. Search by vendor name inside ClassWallet. If they are not listed, you have two other options — but neither is as straightforward.

ClassWallet Direct Pay

Direct Pay lets you send ESA funds directly from your account to a vendor who is not in the Marketplace. The vendor needs to be registered with ClassWallet for this to work. Ask the vendor directly: “Are you set up in ClassWallet to receive Direct Pay from Arizona ESA families?” Some vendors know the process; others do not and may need to register.

Reimbursement

Reimbursement is the fallback option when neither Marketplace nor Direct Pay is available. You pay out of pocket first, then submit receipts and documentation inside ClassWallet to get funds back. The key risk: reimbursement approval is not guaranteed. If the purchase is ineligible or the documentation is incomplete, you will not get reimbursed. Always verify eligibility before paying out of pocket.

How to verify a specific vendor for Arizona ESA

  1. Check the ADE handbook — does the product or service fit an eligible use category?
  2. Search ClassWallet Marketplace — is the vendor already listed?
  3. Ask the vendor — are they set up for ClassWallet Direct Pay? Do they work with Arizona ESA families?
  4. Consider Reimbursement last — only use it if no other method is available and you are confident the purchase is eligible.
  5. Document everything — receipt, product description, payment method.

What "accepts Arizona ESA" marketing means — and its limits

When a vendor advertises that they “accept Arizona ESA,” it usually means they are familiar with the process and can work with ClassWallet. But it does not mean:

  • The state has certified them as approved
  • Every purchase from them will be covered
  • The specific item you want fits an eligible use category

The family is still responsible for verifying both the vendor and the purchase eligibility.

Frequently asked questions

Does Arizona ESA have an official approved vendor list?
No. The ADE ESA handbook explicitly states that the program does not create or maintain a list of recommended schools, vendors, or educational service providers. Families verify vendors through ClassWallet — checking whether a vendor appears in the Marketplace, is set up for Direct Pay, or can accept a Reimbursement request for an eligible purchase.
How do I know if a vendor can work with Arizona ESA ClassWallet?
The three ways to check: (1) Search for the vendor in ClassWallet's Marketplace — if they appear there, they are set up for direct portal purchases. (2) Ask the vendor directly whether they can accept ClassWallet Direct Pay. (3) If neither is available, determine whether a Reimbursement purchase would be eligible for that item. Not all vendors work with all three methods.
What does it mean when a vendor says they 'accept Arizona ESA'?
It typically means the vendor is familiar with ESA families and can accommodate ClassWallet billing. But it does not mean the state has certified them on an official list, and it does not guarantee that every purchase from them will be covered. Families should still confirm the specific item is eligible under the current ADE handbook and that the ClassWallet payment method works for that vendor.
Can I use Arizona ESA with any private school tuition?
Only if the school qualifies as a 'qualified school' under the ADE ESA definition — nongovernmental, Arizona-based, PK–12 (or disability preschool). Charter schools do not meet this definition because they are public. The payment is typically handled through ClassWallet Direct Pay, and documentation is required.
How do I set up Direct Pay for a new Arizona ESA vendor?
The vendor typically needs to register with ClassWallet to receive Direct Pay. Some vendors have already done this; others have not. If a vendor is not in the Marketplace and is not set up for Direct Pay, you may need to use Reimbursement — but Reimbursement is not guaranteed to be approved, so confirm eligibility first.
What happens if I pay a vendor who is later found to be ineligible?
If a purchase is found to be ineligible — whether through an audit or a review — the family may be required to repay ESA funds. That is why verifying eligibility before purchasing is so important. When in doubt, contact ADE or ClassWallet before making the purchase.
