Arizona ESA approved vendors: how to verify ClassWallet-eligible schools and providers
Arizona ESA does not publish a state-approved vendor list. Instead, families verify vendors through ClassWallet using one of three payment methods: the Marketplace, Direct Pay, or Reimbursement. Here is how each method works and which one fits different types of purchases.
Why there is no Arizona ESA "approved vendor list"
The ADE ESA handbook says explicitly: the program does not create or maintain a list of recommended schools, vendors, or educational service providers. That is a deliberate policy choice — Arizona ESA is a broad, parent-directed program. But it places responsibility on families to verify that a vendor is:
- Able to accept ClassWallet payment
- Selling a product or service that is eligible under the current ADE handbook
- Correctly set up in the ClassWallet system for the method you want to use

ClassWallet Marketplace
The Marketplace is the easiest path. If a vendor is listed there, they are already set up for ESA purchases. Search by vendor name inside ClassWallet. If they are not listed, you have two other options — but neither is as straightforward.
ClassWallet Direct Pay
Direct Pay lets you send ESA funds directly from your account to a vendor who is not in the Marketplace. The vendor needs to be registered with ClassWallet for this to work. Ask the vendor directly: “Are you set up in ClassWallet to receive Direct Pay from Arizona ESA families?” Some vendors know the process; others do not and may need to register.
Reimbursement
Reimbursement is the fallback option when neither Marketplace nor Direct Pay is available. You pay out of pocket first, then submit receipts and documentation inside ClassWallet to get funds back. The key risk: reimbursement approval is not guaranteed. If the purchase is ineligible or the documentation is incomplete, you will not get reimbursed. Always verify eligibility before paying out of pocket.
How to verify a specific vendor for Arizona ESA
- Check the ADE handbook — does the product or service fit an eligible use category?
- Search ClassWallet Marketplace — is the vendor already listed?
- Ask the vendor — are they set up for ClassWallet Direct Pay? Do they work with Arizona ESA families?
- Consider Reimbursement last — only use it if no other method is available and you are confident the purchase is eligible.
- Document everything — receipt, product description, payment method.

What "accepts Arizona ESA" marketing means — and its limits
When a vendor advertises that they “accept Arizona ESA,” it usually means they are familiar with the process and can work with ClassWallet. But it does not mean:
- The state has certified them as approved
- Every purchase from them will be covered
- The specific item you want fits an eligible use category
The family is still responsible for verifying both the vendor and the purchase eligibility.
