Best tutoring services that accept ESA funds: how to find the right one

Tutoring is one of the most common ESA purchases — and one of the most common sources of denials. Here is how to find enrolled tutors in your state, evaluate them properly, and avoid paying out of pocket for unapproved sessions.

Why tutoring is a high-denial category

Tutoring has a higher-than-average denial rate in ESA programs because individual tutors often advertise that they "accept ESA funds" before they have completed the enrollment process — or without having enrolled at all. Unlike large curriculum companies, individual tutors may not understand the distinction between informal payment and official ESA marketplace enrollment.

The rule is the same regardless of how the conversation went with the tutor: if they are not listed as active in your state's ESA marketplace, the purchase cannot be processed or reimbursed.

Texas TEFA tutoring families

Texas has a dedicated guide covering the Odyssey-specific process for finding and booking tutors: Texas TEFA tutoring providers.

What to look for when choosing a tutor

Once you have confirmed ESA enrollment, evaluate tutors on these factors:

  • Subject expertise: Ask for their background in the specific subject your child needs help with.
  • Grade-level experience: A tutor excellent with middle schoolers may not be effective with kindergarteners.
  • Background clearance: For in-person sessions, verify the tutor has completed a background check.
  • Session format: Structured drill vs. exploratory problem-solving vs. test prep each require different skill sets.
  • Reporting: A good tutor provides session notes and progress updates. This documentation is also useful if the purchase is ever questioned.

If your preferred tutor is not enrolled

Ask them to apply. Enrollment in Odyssey or ClassWallet is free and takes about one to four weeks. Share the vendor enrollment link from your program administrator. Many independent tutors enroll when asked — they simply were not aware of the process.

Frequently asked questions

Can ESA funds pay for private tutoring?
Yes, in most ESA states. Tutoring is an eligible expense in programs like Arizona's ESA, Texas TEFA, Florida's FES, and others. The tutor or tutoring company must be enrolled in your state's ESA marketplace administrator (ClassWallet, Odyssey, Step Up For Students, etc.).
Do tutors need special credentials to be ESA-eligible?
Requirements vary by state. Most programs do not require tutors to hold a teaching license, but they must enroll as vendors with the program administrator. Some programs have minimum credential requirements for specific subjects or for students with special needs. Check your state's program rules.
Can I use ESA funds for online tutoring?
Yes, if the online tutoring provider is enrolled in your state's ESA program. Many virtual tutoring services — including national platforms — have enrolled in major ESA programs. Geographic location is not a barrier for online providers.
How do I find tutors enrolled in my state's ESA program?
Log into your ESA account (ClassWallet, Odyssey, or Step Up) and search the vendor marketplace under 'tutoring,' 'instruction,' or 'educational services.' You can also filter by location for in-person options or search by subject area.
Can I hire an independent tutor who is not on the vendor list?
In marketplace-only programs like Texas TEFA, no — purchases outside Odyssey are not reimbursable. In reimbursement-based programs like Arizona's ESA (for some purchases), you may be able to submit for reimbursement from an unenrolled tutor with prior authorization in some circumstances. Always verify your specific program rules before hiring.
What is the best way to vet a tutor beyond their ESA enrollment?
Beyond enrollment verification, look for tutors with: relevant subject expertise, background clearance for working with minors, references or reviews from other ESA families, clear session notes and progress reporting, and flexible scheduling. Ask for a trial session before committing to a long-term arrangement.
