There is no single national ESA approval for speech therapy. An ESA-compliant provider is one that meets your specific state program’s requirements for the current scholarship year. The fastest way to find one is to start with your state’s official provider database — not a general search engine.
What “ESA-compliant” really means for speech therapy
A speech therapy provider is ESA-compliant when it meets all four of these conditions for your state and school year:
- Enrolled or listed in the state’s official ESA provider system
- Holds the correct credentials for that program’s rules
- Provides services that fit the program’s allowable expense category
- Bills and invoices in a way that matches the state’s payment process
A highly qualified SLP who is not enrolled in your state’s ESA system cannot accept ESA payments. The credential and the enrollment must both be in place.

How to find ESA-compliant speech therapy providers
Step 1: Go to your state’s official ESA provider database
In Arizona: ClassWallet. In Tennessee: the TOSS provider system. In North Carolina: the NCSEAA provider database. Always start here, not with a general internet search.
Step 2: Search for speech-language pathology services
Use the search terms your state’s system uses: speech therapy, speech-language pathology, SLP, or the allowable service category name.
Step 3: Verify the enrollment is current
Enrollment can change year to year. Confirm the provider is listed for the current school year, not just in general.
Step 4: Ask the provider about their billing process
The best providers for ESA use can clearly explain: how they submit invoices, what session documentation they provide, and what happens if a claim is questioned.
Step 5: Keep your own records
Save: the provider’s enrollment confirmation, session invoices with date/duration/description, any required treatment plan or IEP notes, and portal upload confirmations.
