Two ways to use Arizona ESA funds
Unlike Texas TEFA — which is marketplace-only — Arizona's Empowerment Scholarship Account allows families to purchase through the ClassWallet marketplace or to pay out-of-pocket and submit a reimbursement request. This flexibility is an advantage, but it also creates more decisions and more opportunities for things to go wrong.

When to use the ClassWallet marketplace
The marketplace should be your first choice whenever the vendor you want is enrolled. Benefits include: no upfront personal cost, automatic transaction records, immediate balance deduction, and lower denial risk because vendors are pre-screened for the program.

When to use the reimbursement route
Reimbursement is appropriate when you have a specific local provider — a tutor, therapist, or small private school — who is not yet enrolled in the ClassWallet marketplace. Before using this route:
- Confirm the expense category is eligible under Arizona's program rules
- Check whether prior authorization is required
- Save the original itemized receipt immediately — not just the confirmation email
- Submit the reimbursement request through your ClassWallet portal within the program's submission window
Note: reimbursement is not a guaranteed right. Arizona reserves the right to deny reimbursement requests that lack sufficient documentation or fall outside eligible categories.
The prior-authorization risk
Arizona's program requires prior authorization for certain high-cost purchases — particularly specialized therapies, assistive technology, and some curriculum bundles above a threshold. If you purchase one of these items without prior authorization and then submit for reimbursement, the request will be denied even if the item is otherwise eligible.
